The Evaluation, Certification and Accreditation Committee (CECA) has approved the revision of the procedure for the prior evaluation of the establishment of University Research Institutes (IUI), with the aim of adapting it to the specific characteristics of this stage of the process.
Under the revised model, the Subcommittee for Research Evaluation (SEI), with the technical support of ACPUA, will be responsible for preparing the evaluation report, without the involvement of an external panel. This change does not reduce the guarantees of the evaluation process but rather adapts it, maintaining expert judgement, reasoned reports and periodic follow-up as key quality assurance mechanisms.
The revision responds to the need to move towards more agile and proportionate procedures, taking into account the forward-looking nature of evaluation at the institute creation stage. It is also aligned with the priorities of ACPUA’s 2024–2028 Strategic Plan and with the COARA Action Plan, which promotes more qualitative and context-based evaluation models.
